The packer is made of resin components that are fixed together and painted forming a single unit. The pins used to attach the rollers do allow the packer to roll! This packer is painted using old Caterpillar yellow (also known as Hi-Way Yellow), which was used from 1931-1979.
Sheepsfoot rollers like this were built with different packing features (square tooth, round, padded,…) depending on the location and job type.
